Abstract: Abstract Research on individual readiness to change has been widely discussed and its results vary when linked to leadership style. We propose people dimension and work method dimension to bridge the gap. The purpose of this paper is to analyze the role of empowering leadership, people dimension, and work method dimension to improve individual readiness to change which then influence strategic behavior. Questionnaire-based survey is conducted to 268 civil servants and structural equation modeling is used to analyze the data. The results show that quality of people significantly mediates the relationship between empowering leadership and readiness to change in organization; however, quality of work method does not mediate the relationship between empowering leadership and individual readiness to change. If employees are ready to change, they will perform strategic behavior for organizational achievements.
