Abstract:
Abstract Organizational commitment and professionalism play an important role in providing services to the community. This study aims to investigate factors related to the state civil apparatus that influence community empowerment and community satisfaction in Central Kalimantan Province. The variables involved in this study are organizational commitment, professionalism, good governance, community service quality, community empowerment, and community satisfaction. This research was conducted in the organizational structure of the regional apparatus that provides direct services to the community in the area of Central Kalimantan Province, as many as 14 districts and cities. The sample unit used was The regional organizational structure (ROS). The total ROS in Central Kalimantan Province is 430. Samples were taken by the purposive sampling technique. The results of this study indicate that organizational commitment and professionalism are the driving factors for good governance and community service quality. Then, good governance and community service quality are the driving factors for community empowerment to increase community satisfaction. The results of this study will be applied in the Central Kalimantan Provincial Government. The results of this study can be used as a consideration for increasing community satisfaction. Central Kalimantan provincial government should pay attention to the organizational commitment and professionalism of the state civil apparatus to improve good governance, community service quality, community empowerment, and community satisfaction. A state apparatus has the task of organizing government and has a great responsibility to formulate strategic steps and develop creative and innovative efforts. The novelty of this research is involving the behavior of the state civil apparatus (organizational commitment and professionalism) to drive community empowerment and community satisfaction. Besides that, this study implicates good governance and community quality service as mediation.
