Cascade Roadmaps as a Tool for Technology Strategy Formulation: the Case of Iran Oil Industry

Abstract: Abstract Managers of holdings that own a large number of companies are always faced with the question of which decisions should be centralized and made at the holding level and which should be left to company level managers. Technology planning is one of those cases that its process of making decisions and the degree of concentration is unclear, especially at the level of a large industry such as Iran’s oil and gas. The existence of many common technologies between the four main companies and their subsidiaries, as well as international sanctions against Iran. These reasons have caused it necessary and, so complicated to acquire different technologies. In this study, we try to solve this problem with the method of descriptive-analytical and the data collection method through interviews to show that cascade roadmaps could be used for integration and alignment of technology development in Triple levels (Oil ministry, four main companies, subsidiary companies, and organizations). Also, the QFD matrix coordinates technology development priorities with national goals and documents. The model resulting from this research provides an information flow process and action plan to industry managers based on that they can make integrated decisions for fast and inexpensive technology development.
