Abstract The presented article is relevant, as education, healthcare, culture, and social services are considered primarily as factors or conditions for the development and accumulation of labour potential. The accumulated labour potential ensures the competitiveness of the Republic of Kazakhstan, in the conditions of transition to an industrial and innovative economy. The accumulation of labour potential can be ensured with high living standards. The purpose of this article is to develop recommendations aimed at eliminating issues associated with the development of human resources in the conditions of an industrial and innovative economy in the Republic of Kazakhstan. The leading methods in the framework of this research are analysis, synthesis, methods of mathematical statistics, and graphical representation of the results.
