Abstract: Abstract Beijing-Tianjin-Hebei Collaborative Innovation represents a regional policy initiative by the Chinese government aimed at leveraging resources to incentive innovation among enterprises. What is the path through which this initiative works and whether this initiative has been effective, with little literature to study. We seek to elucidate the mechanism of regional collaborative innovation through several key perspectives. Firstly, we adapt the knowledge spillover model to illustrate how the diffusion of knowledge between cities stimulates economic growth and increases income levels. Secondly, we explore how participants in collaborative innovation initiatives generate both local and spillover effects on innovative activities. Lastly, we examine the innovation capabilities of the Beijing-Tianjin-Hebei district at the city level, observing a discernible trend of collective growth in innovation capability.
