Restrictions on the Employment of Migrant Workers in the Israeli Domestic Care Sector: Do They Really Work?

Abstract: Abstract The research examined the implications of restrictions on the employment of migrant workers in the domestic care sector that have been imposed by the Israeli government since 2014. The regulations limit the ability of caregivers to move among geographic regions of the country, based on claims of a shortage of caregivers in peripheral areas. Among other things, the research examined the attitude of the caregivers towards this policy, which restricts their employment potential. The findings indicate that the caregivers who wished to change their employers perceived the restrictions as very significant. The results also reveal many shortcomings of the employment restrictions and suggest that it may be possible to achieve the objectives by other, more effective and less abusive means.
