A holistic approach for evaluating the system performance and earthquake resilience in historic-commercial urban fabrics

Abstract: Abstract The occurrence of earthquakes in historical urban fabrics with commercial value, such as traditional bazaars, may have far-reaching cultural and socioeconomic consequences. However, few comprehensive studies have been conducted so far to assess their risk and resilience to potential earthquakes. Among the parameters affecting the resilience of traditional bazaars, system performance plays a key role which is addressed in this paper. A novel index-based model was developed by integrating resilience-related dimensions, indicators, and sub-indicators. For this purpose, the cultural, historical, physical, socioeconomic and organizational dimensions of resilience were studied. Then, the effective indicators and sub-indicators among these five dimensions were selected and their importance was determined by using the analytic hierarchy process. In the next step, the qualitative parameters were quantified using fuzzy logic to be included in the model with more reliability. The proposed model can be used to estimate the system performance in traditional bazaars based on 5 dimensions, 17 indicators, and 50 sub-indicators. In addition, by applying this model, the effective interventions to improve the resilience of different parts of bazaars can be assessed. The proposed model was utilized in Tabriz traditional bazaar, as a UNESCO world heritage, to determine the system performance and its impacts on resilience. The results depicted the appropriate interventions to improve the resilience in this bazaar. This approach can be further applied in similar urban fabrics worldwide, by calibrating relevant parameters based on the local conditions.
