Soft computing-based new dynamic intuitionistic fuzzy group decision analysis for risk evaluation in BOT highway construction projects

Abstract: Abstract In today's world, one of the most important and fundamental issues for developed and developing countries is related to construction and investment in infrastructure projects. One of the problems facing such projects is the risks involved in the project, despite which governments suffer a great deal at a macro level. In this situation, the appropriate and optimal proposal is to use the companies in the private sector under the title of Build-Operate-Transfer (BOT) projects, which accepts all the risks of the project and designs, builds and executes the final project, and after construction, delivers the final product. The government gives the final products and starts to use it with other persons in the country. In this paper, BOT projects under conditions of uncertainty are studied based on dynamic intuitionistic fuzzy (DIF) approach dynamically in two time periods and present an appropriate decision-making approach. As mentioned, in this article, two time periods have been used, the reason for which has been the proper use of two different conditions and the analysis of the problem under study in two different situations. For example, with the occurrence of sanctions in a country, the type of investment in that country changes and the performance of the manufacturer also changes, and for this purpose, it is very important to analyze the issue in the two times before the sanctions and at the same time. For this purpose and raising the view of the problem from the real-world situation, the problem has been studied in two time periods. The proposed method is constructed based on the two main weighting calculation approaches. The DIF-correlation and standard deviation method uses to compute the local weight of the criteria, and the DIF-DEMATEL methodology uses to obtain the global weight of them. Furthermore, to compute the weight of the experts are used the DIF-compensatory degree method. Eventually, the final criteria weights present with interdependence relation. After determining the proposed approach, in order to validate the method, a case study of free road construction is considered and solved the problem in its conditions. Finally, in order to evaluate the efficiency and quality of the proposed method, this method is compared with a relevant method in the literature, which showed the superiority of the proposed method.
