Abstract:
Abstract— In Kemerovo oblast—the Kuzbass—together with the change in regional power, the Strategy for the Socioeconomic Development until 2035 (Kuzbass-2035) was developed and adopted. The main drivers of the region’s development are the reindustrialization policy, accelerated rates of socioeconomic growth, and widespread clustering. The idea of a “two-year leap” (2018–2019) was also announced. The Kuzbass, according to the authors of the strategy, should be the leading region outside the Urals in terms of development rates and standard of living. At the same time, this rationale is neither based on the economic realities prevailing in the region or the assessment of its competitiveness. The authors of the article put forward a hypothesis that all Kuzbass development strategies over the past two decades have failed due to the discrepancy between the resource character of the region and its applied development models. The aim of the article is to select models for the development of Kemerovo oblast and to formulate proposals for their transformation and synchronization with the developed regional development strategy. The results of the study can be used for managing Kemerovo oblast, especially in the development and implementation of mechanisms for harmonizing the interests of business, society, and government.
