Abstract: Abstract— The article examines the social aspects of regional development and identifies social threats to regional development: poverty, archaic social structure of the population with a high proportion of the poorest, a narrow middle class layer, and a scan proportion of the rich against a high income concentration. There are marked regional differences in the economic stratification of the population. Deterioration is the positions of most regions of the Siberian Federal District on the scale of living standards has been noted, as well as a decrease in disposable income. It is concluded that over the past 18 years, there have been no significant positive changes in technological paradigms in the Russian economy. Modernization of the economy is the main reserve for raising the level and quality of life of Siberians.
