Directions for the Development of Grain Export Infrastructure in Siberia

Abstract: Abstract The article discusses the formation of infrastructure for the export of grain grown in regions of the Siberian Federal District (SFD). The objectives of the study are to assess Siberia’s place in Russia in the production and export of grain, to show the place of the main exporting regions in the grain export of the federal district, and to determine the efficiency of grain production therein; to systematize the elements of grain export infrastructure and assess its most significant elements in the SFD; to show the prospects for grain exports in the district and, based on this, substantiate methodological approaches to developing the export infrastructure. The study examines the consumer countries of wheat, oats, and barley produced in SFD regions up to 2022. It shows the problems of export for Siberia’s southernmost region, the main supplier of grain, Altai krai; problems associated with the use of seaports and international transport; problems with the use of granaries in exporting regions; and problems with small business participation in export operations. The need for a planning and forecasting basis to develop the grain market of the district and its infrastructure is argued, and the role of IT in implementing this approach is shown. The availability of IT infrastructure elements in the regions of the district was analyzed. The characteristics of commercial associations of grain exporters existing in the district are given, and the problems of further activity of the interregional association are outlined. The strongest aspects (elements) of the grain export infrastructure of Siberian regions are revealed, allowing for development of a common infrastructure. The most promising consumer countries of Siberian grain are identified. The administrative structure of the information ecosystem for infrastructural support of grain exports in the district and the main approaches to the formation of a unified logistics system are proposed. The study uses data for 2017–2021 and partially for 2022, taken from the state statistics system, reports by regional agriculture and food ministries, and open sources.
