How Did the Local Community of Novosibirsk Akademgorodok Perceive Scientific Infrastructure Development Projects 15 Years Ago and How Does It Perceive Them Now?

Abstract: Abstract The article presents the results of a study of how inhabitants of a settlement with scientific center status perceive projects for new facilities of science and technology infrastructure. The study was based on data from mass surveys conducted in 2006 and 2021 in Novosibirsk Akademgorodok. Its relevance is related to problems that most Russian scientific centers and science cities faced in the post-Soviet period and the need to transform these specific urban settlements. To solve these problems, various projects are being implemented to transform their environment, including the creation of technology parks and other new facilities of science and technology infrastructure. Their success depends largely on social factors, including how the population perceives innovations. Two projects for the creation of new facilities of science and technology infrastructure in Akademgorodok, Novosibirsk, are being considered: Technopark (2006) and the SKIF (Siberian Circular Photon Source) Collective Use Center (2021). The population’s perception of these projects was assessed by the following parameters: awareness of the project, attitude towards the project, and negative and positive expectations from the project’s implementation. As a result, differentiation in these parameters was revealed and possible points of conflict and their dynamics were described.
