Abstract:
Abstract The article is devoted to analyzing the prospects and risks of relocating the headquarters of state corporations from Moscow to the regions of Russia. The authors explore potential positive effects such as increased tax revenues, improved quality of life, and attracting specialists to the regions, as well as reducing the burden on Moscow. At the same time, a number of risks associated with decentralization are emphasized, such as a decrease in the efficiency of companies, a shortage of qualified personnel in the regions, and potential conflicts between elites in regions. The authors argue that the decision to move a company to a particular region requires a thorough analysis of the specifics of the activity, the availability of qualified personnel, infrastructure, financial costs, and possible risks. The lack of successful cases of relocating the headquarters of large companies with state participation in Russia highlights the need for a comprehensive assessment of all factors. The article proposes to introduce an indicator stimulating the relocation of headquarters into the draft Strategy for Spatial Development of the Russian Federation for the Period up to 2030 with a forecast up to 2036. The proposed indicator is the percentage of headquarters of large companies with state participation located outside Moscow and St. Petersburg to the total number of headquarters.
