Abstract: Summary This paper combines institutional theory and research in innovation to analyze the factors that contributed to the legitimization of value-based management (VBM) in Germany. The results of our study indicate that successful and large firms have the legitimacy to be early adopters of VBM. Another important determinant of whether and when organizations adopt VBM is CEO change. Our findings highlight the value of combining the notion of legitimacy with innovation research in building a theory of institutional change.
