Abstract:
Abstract The success of regulation is repeatedly called into question — with little consideration of the role of the regulatory authority or of the specific aims of regulation, however. This paper aims to blend scientific research and regulatory practice in looking at the role of the regulatory authority and to increase awareness of the regulatory aims and evaluation of regulation in doing so. It explores how benefit optimisation strategies on the part of the regulated companies may pose a threat to target achievement and how regulatory success could be quantified with reference to approaches from day to day practice for enhanced performance.
