Abstract: Abstract This paper attempts to design a viable system model for banking systems that are at the risk of losing their business because of the complexity of the business environment. The complex environment that organizations are facing is an uncertain situation in which banks and financial institutions are at the risk of losing their business. Organizational structure flexibility is required for their viability in the current situation so the VSM model proposed for the banking system. Systematic action research did at Tejarat bank as one of the major banks in Iran. The VSM model designed with Viplan methodology. The VSM model proposed for Tejarat bank. This model can be used for other banking systems. The VSM model can guarantee the viability of banking systems. Adaptability to a complex environment can be obtained via this cybernetics approach.
