Allocation Strategy Analysis of Water Resources in South Taiwan

Abstract: The integration of surface water andgroundwater resources in south Taiwan was simulated basedon the forecasted demand and water supply system in 2011.Three strategies allocating water resources, which arethe priority of benefit of water usage, the priority ofright of water usage and the priority of purpose of waterusage, were tested under different hydrologicalconditions and constraints of groundwater abstraction.The results indicate that the key factor of watershortages in south Taiwan is the lack of storageinfrastructures. Moreover, the irrigation water must betransferred to the industrial sectors for improving theoverall benefits of water usage during a water shortageperiod. In order to meet the future water requirements insouth Taiwan, the preferable resolution for government isto construct reservoirs and weirs, so that the strategicstoring water can be utilized in wet season and supportthe shortage of the dry season. Furthermore, it isnecessary to set a fair and reasonable compensationstandard of water transfer in order to avoid the conflictbetween traders. Copyright Kluwer Academic Publishers 2001
