The Analysis of the Reasonable Structure of Water Conservancy Investment of Capital Construction in China by AHP Method

Abstract: It is necessary to find the efficient spatial allocation of water conservancy investment of capital construction (WCICC) in practical work of water conservancy in China. This paper analyzes the reasonable allocation structure of WCICC among the nine major river basins in China by using Analytic Hierarchy Process (AHP) combined with survey. The alternative method to get the judgment matrix for AHP is given and makes AHP easy to satisfy the consistency condition and to perform survey among the experts in the field of water conservancy. The results include the reasonable allocation of WCICC among the nine river basins separated by water systems in China, the allocation among the seven kinds of water conservancy projects, and the allocation of WCICC in each river basin among the seven kinds water conservancy projects.
