Abstract: Zusammenfassung Am 11.11.2020 veröffentliche Jens Spahn das Eckpunktepapier zur Reform der sozialen Pflegeversicherung. Die Autoren beleuchten die ordnungs- und verteilungspolitischen Implikationen vier zentraler Aspekte des Reformvorschlags: das Einfrieren des maximalen Eigenanteils bei der stationären Versorgung; die Verpflichtung der Länder, sich an den Investitionskosten der Pflegeheime zu beteiligen; den Einstieg in einen Steuerzuschuss zur Pflegeversicherung und den Ausbau der Kapitalfundierung in der Finanzierung zukünftiger Leistungsversprechen. Trotz Reformvorschlag bleiben aber weiterhin wichtige Fragen unbeantwortet.
