Abstract: Poverty is a broad term. The criteria that define poverty are a contentious issue. Just over nine per cent of the population in Germany receives basic social benefits; however, according to the Laeken indicators used across Europe, over 20 per cent of the population are at risk of poverty. A glance at the different methods of calculation explains this large discrepancy. It is recommended that the implicit equivalence figures from the national basic social system be included in calculations to determine the number of people at risk of poverty, and to use this figure for managing poverty reduction policies.
