Abstract: Zusammenfassung Im Grundgesetz erhielten die Bundesländer Ausgabenautonomie ohne Finanzautonomie. Daher haben sie bis heute keinen Anreiz, Ausgaben gegen Einnahmen abzuwägen, sondern schöpfen den Ausgabenplafond stets vollständig aus. Ein Wettbewerb um Steuerrückerstattungen könnte Anreize setzen, Ausgaben gegenüber Einnahmen abzuwägen, und den Länderwettbewerb begünstigen.
