Does driving restriction affect air quality: evidence from Guangzhou city in China

Abstract:
Driving restrictions are implemented by metropolises worldwide to curb traffic congestion and vehicle emissions. This paper investigates the effect of a plate-based driving restriction in Guangzhou City, China, where drivers with nonlocal vehicles are allowed to flexibly select restriction periods based on their travel needs. Using a difference-in-difference method and high-frequency data, we find that the air quality in the restricted area experiences no improvement after the policy implementation, suggesting a limited impact of this mild driving restriction policy on air quality.
