On the road to Accra, via Canada and County Kerry

Abstract: A workshop was convened in February 2008 to identify the role of civil-society organisations (CSOs) in the post-Paris Declaration aid agenda, prior to the High-Level Forum to review progress towards achieving aid harmonisation that was held in Accra in September 2008. The article presents concerns about the focus on the mechanisms rather than the purpose or impacts of aid; the ways in which donors force through their own agendas; and the continuing gap between rhetoric and practice on issues such as gender equity and local ownership.
