Economic empowerment of persons with disabilities: impact of the disability fund in Daffiama-Bussie-Issa District, Ghana

Abstract:
The disability fund is Ghana’s flagship social protection program for persons with disabilities. While prior studies have explored its impact, they have often treated economic empowerment as a secondary issue. This study specifically assessed the fund’s role in promoting economic self-sufficiency among beneficiaries in the Daffiama-Bussie-Issa District using descriptive and non-parametric methods. The findings indicate that the fund significantly supports the establishment of income-generating activities, improves asset ownership, encourages savings, and enhances financial inclusion. However, a gender disparity was observed, with women receiving less financial support than men. Overall, the disability fund has positively contributed to the economic empowerment of persons with disabilities. The study recommends implementing targeted skills training and improving access to financial services to strengthen the fund’s impact further.
