Hydraulic pressure in the Middle East and South/Southeast Asia: comparing Israeli and Chinese ‘Melian Dialogue’

Abstract:
The Jordan River, the Brahmaputra, and the Mekong Rivers are vital elements of the Middle East’s and South/Southeast Asia’s surface water ecosystems. They also generate intraregional tensions due to the ‘Melian Dialogue’ of two hydro-hegemons, Israel and China, through which they reject an open, cooperative, and rule-based water-sharing arrangement with the other riparian countries. Israel’s ‘Dialogue’ on the Jordan River relies on its unchallenged military might, and China’s on Tibet banks on a non-military but more substantial control with an array of dams. This study compares Israeli and Chinese practices in these basins through international law and international relations lenses.
