The citizenship question and the challenge of globalization: The European context

Abstract: How can citizenship be a reality in a world that is being re-shaped by the process of globalization? Jordi Borja considers the dilemmas and opportunities with particular reference to the European Union. His conclusion is that the political-legal basis of European Citizenship is weak and he goes on to put forward a proposal for action.
