Scenario planning and planning support systems tested in a graduate-level planning studio in Bogotá

Abstract: The evaluation of various urban planning scenarios using metrics has enhanced consensus-building in participatory planning. Nevertheless, the integration of scenario planning pedagogy remains limited in Latin American nations. To bridge this disparity, scenario planning was integrated into a graduate planning studio in Bogotá over a two-year period. Our investigation focused on enhancements in students’ comprehension of uncertainty, urban metrics, and negotiation. Findings indicate that students successfully generated multiple scenarios rapidly. However, challenges emerged concerning the interpretation of communicative concepts in planning, data accessibility and constraints, as well as issues related to the user-friendliness and interoperability of available software tools.
