Adaptive planning in regulatory planning systems: balancing rigidity and adaptability in Oude Dokken, Ghent

Abstract:
This paper explores how adaptive planning can be operationalised within contemporary spatial governance and planning systems to develop adaptable plans and enhance the adaptability of urban areas, using the redevelopment of the Oude Dokken in Ghent, Flanders, as a case study. First, we employ a cohesive analytical framework to examine adaptability at the levels of process, strategic plan, regulatory instruments, and projects. Second, we assess the neighbourhood’s long-term adaptability potential utilising the concept of anti-adaptive neighbourhoods. The findings demonstrate how practitioners in a rigid planning system can balance rigidity and different forms of adaptability.
