The political economy of trade policy reform: social complexity and methodological pluralism

Abstract: This paper provides a critical review of current research on formal modelling of the political economy of policy reform. It ultimately argues that, due to the complexity of policy reform situations, at least as currently constructed, these models do not possess sufficient systematic content to form the basis of empirical research or policy advice.
