Assessing the impact of the Complete Systematic Land Registration (PTSL) programme on land values in Indonesia: evidence from Rejang Lebong, Bengkulu Province

Abstract: Agrarian resource management is a crucial element in achieving social welfare. As a manifestation of the constitutional mandate, agrarian reform seeks to address land-related issues and disputes. One such initiative in Indonesia under the authority of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) is the Complete Systematic Land Registration (PTSL) programme. While the agrarian reform through PTSL has successfully accelerated land registration coverage to 71.51% of Indonesia’s total land area, empirical studies examining its impact on the broader objectives of agrarian reform remain limited. Furthermore, the existing literature reveals anomalies and gaps concerning the effects of land certification. This quasi-experimental study utilises propensity score matching (PSM) analysis to assess the programme’s impact. The findings indicate that the implementation of PTSL significantly increased land values by 26 percentage points, as determined by the nearest neighbour without replacement matching algorithm in Rejang Lebong Regency, Bengkulu Province.
