Structural transformation and skills mismatch

Abstract:
This article examines the effects of structural transformation on skills mismatch in Kazakhstan, using both quantitative and empirical analysis based on Labor Force Survey data. The findings indicate that structural changes adversely affect the alignment between workers’ skills and job requirements. Notably, regional differences in the structure of industries explain significant variations in mismatch rates. Additionally, shifts in industry-specific mis- match probabilities over time are identified as key contributors to the overall skills mismatch. Furthermore, regions with higher self-employment rates exhibit greater skills mismatch, suggesting that self-employment plays a critical role in explaining regional disparities in mismatch rates.
