A Knowledge Generation System and Innovation Policy for countries of the Customs Union (Belarus, Kazakhstan, Russia)

Abstract: This paper considers the problem of forming a Single Economic Area of the Customs Union (Belarus, Russia and Kazakhstan) from the perspective of knowledge generation. Based on the commonalities of knowledge generation and the characteristics of the post-Soviet development, there is the possibility of creating a supra-national innovation system. The general regularities of institution building and shaping the knowledge economy are established. Recommendations from the EU experience are made regarding the necessity of policy learning for the coordination of research and innovation policies.
