On Comparing Governance Arrangements: Some Questions and Reflections

Abstract:
Question-and-answer exchanges with Chinese academics and managers in which I have been involved over the past few years point to the strong possibility that conceptual and terminological misunderstandings will emerge in cross-country and cross-cultural discussions about aspects of governance. This article explores this issue in relation to two particular aspects highlighted by these exchanges: the relationship between government and the public sector, and that between privatisation and ownership.
