Implementation Constrained by a Lack of Policy Ownership: Evidence from Bangladesh

Abstract: In developing countries, many of the policy ideas or visions originate from abroad. Aid dependency has given donors the power to influence the direction of policy ideas, which creates a problem of ownership- Lack of policy ownership affects implementation through a tack of commitment and support from domestic forces. This article presents empirical evidence on how a lack of ownership affects implementation of a gigantic health sector programme in Bangladesh. The findings of the study show that as the vision of the programme was not homegrown, it lacked commitment among the policy formulators as well as the implementers. Moreover, due to a lack of ownership of vision, the level of understanding or conceptualisation among the implementers was also very low, which contributed significantly to the poor implementation of the programme.
