Performance Management: It's the Results that Count

Abstract: The ultimate worth of a performance management system is the use that is made of it. By that standard, performance management in government is not performing well. This article addresses the various issues involved. It proposes a system designed to respond to different needs at three levels: agency, system-wide and societal.
