Re-visiting the Quasi-Market in Employment Services: Australia's Job Network

Abstract: Australia's Job Network is an example of the quasi-market model applied to employment services. It has been in operation now for over ten years. This article explores its functioning predominantly in terms of public choice and agency theory which promotes the quasi-market model. It augments that analysis with the application of a normative framework asking if the Job Network promotes choice, voice and citizenship. Using evidence and data from different sources, it suggests that the Job Network, despite claims, largely fails to deliver in the manner suggested by the theoretical accounts.
