This paper examines the adequacy of currency practices in public participation exercises from both theoretical and empirical perspectives. It is concluded that the procedures adopted by planners are largely ineffective in allowing the general public to have a say in the shaping of their local environment. A suggestion is made for the improvement of these procedures based on the use of the contingent valuation method. In an attempt to minimize the cost of implementing this suggestion, some empirical work incorporating a transferable demand function is reported. The results of this initial fieldwork show some promising signs for future research. O'DOHERTY R. On conclut que les demarches suivies par les planificateurs n'ont pas reussi dans une large mesure a permettre au grand public d'influer sur la forme de leur environnement local. On propose une amelioration de ses demarches basee sur l'utilisation de la methode de l'estimation contingente. Dans une tentative de minimiser le cout de la mise en oeuvre de cette proposition, du travail empirique comportant une fonction de demande transmissible est signale. Dieser Aufsatz untersucht die Unzulanglichkeit der gegenwartigen Handhabung der Mitbestimmungsausubung der offentlichkeit sowohl aus theoretischer als aus empirischer Sicht. Man kommt zu dem Schluss, dass die von Planern angewandten Verfahrensweisen weitgehend wirkungslos bleiben insofern sie der breiten offentlichkeit eine Stimme bei der Gestaltung ihrer Ortsumgebung zugestehen. Es werden Vorschlage zur Verbesserung dieser Verfahren unterbreitet, die auf Anwendung der kontingenten Bewertungsmethode beruhen. Der Versuch, die Kosten der Umsetzung diser Vorschlage minimal zu halten, stutzt sich auf Berichte empirischer Arbeitserfahrung, einschliesslich einer ubertragbaren Nachfragefunktion. Die Ergebnisse dieser Anfangsarbeit im Felde weisen auf vielversprechende Gelegenheiten zu kunftiger Forschung hin.
