This paper reports on the development of a methodology for assessing how sectoral policies work to progress wider rural development objectives. Taking Scotland as a case study, the methodology emerges out of an in-depth analysis of all relevant sectoral policies affecting rural Scotland, and the development of a four-stage method which applies a series of parameters to policy sectors and their specific instruments. This provides a basis for focusing policy debates, and potentially future policy developments, around key trade-offs, gaps and contradictions in policy delivery, and the relative policy sensitivities to differences in rural conditions. Finally, the dynamic utility of the method is assessed. It is argued that with the confluence of both the questioning of rural development objectives(e.g. discourses on integrated rural development), and the devolution process in the UK, it is important to develop more effective and multi-dimensional means of policy evaluation. This is necessary to facilitate the direction and delivery of more integrated and sustainable rural development policy. MARSDEN T. et BRISTOW G. Cet article fait un compte-rendu du developpement d'une methodologie pour evaluer comment les politiques sectorielles font avancer les grands objectifs du developpement rural. En employant l'Ecosse comme etude de cas, la methodologie ressort d'une analyse approfondie de toutes les politiques sectorielles qui touchent l'Ecosse rurale et d'une methode a quatre temps qui applique une serie de parametres aux secteurs qu'embrasse la politique et a leurs outils particuliers. Cela fournit un point de depart qui permettra aux debats de politique, et aux futures prises de decision, de mettre l'accent sur les compromis cles, les lacunes et les contradictions dans la mise en application de la politique, et les sensibilites relatives de la politique aux differences des conditions rurales. Pour conclure, on evalue l'utilite dynamique de la methode. On affirme qu'il est important de developper des methodes d'evaluation plus efficaces et multidimensionnelles, etant donne la confluence de la remise en question des objectifs du developpement rural (p.e. les discours a propos du developpement rural integre) et de la regionalisation au R-U. Dieser Aufsatz berichtet uber die Entwicklung einer Methodik zur Beurteilung inwieweit die Bestrebungen einzelner Abteilungen zum Fortschritt weitreichenderer Ziele landlicher Entwicklung beitragen. Als Beispiel der Fallstudie dient Schottland; die Methodik ergibt sich aus einer eingehenden Analyse aller relevanten Bestrebungen von Abteilungen, die das landliche Schottland betreffen, und die Entwicklung einer vierstufigen Methode, die sich auf eine Folge von Rahmen sektoraler Bestrebungen und ihrer spezifischen Instrumente bezieht. Dies stellt eine Grundlage fur die Ausrichtung der Diskussion einzelner Bestrebungen sowie fur potentielle zukunftige Entwicklung von Bestrebungen dar, bei denen es sich um wesentliche Kompromisse, um Lucken, um Widerspruch bei der Veroffentlichung von Bestrebungen und der relativen Anpassungsfahigkeit der Bestrebungen an Unterschiede in landlichen Verhaltnissen handelt. Abschliessend wird der dynamische Nutzen der Methode beurteilt. Es wird dafur eingetreten, dass es in Anbetracht des Zusammenfliessens der Fragen um landliche Entwicklungsziele (d.h. Diskussionen uber integrierte landliche Entwicklung) und den Dezentralisationsprozess im UK wichtiger ist, wirksamere und mehrdimensionale Mittel der Bewertung der Bestrebungen zu entwickeln. Dies ist notig, um die Ausrichtung und Zustellung einer besser integrierten und nachhaltigen landlichen Entwicklungspolitik zu ermoglichen.
