Efficiency and Productive Specialization: An Application to the Spanish Regions

This paper shows the importance of the composition of production (productive specialization) and sector inefficiencies when evaluating efficiency in aggregate production. For this purpose, a new approach is proposed for obtaining efficiency scores which enables two components to be differentiated: one associated with the degree of efficiency within each sector (intra-sector efficiency); and another associated with the composition of production (composition efficiency). The application of this approach and its breakdown for the Spanish regions in the period 1964-93, using a non-parametric approach (data envelopment analysis), shows greater gains in composition efficiency as a consequence of the structural changes in productive specialization. Also, the breakdown of labour productivity convergence shows the increasing importance over time of composition efficiency as a source of convergence being even more important than capital accumulation from the mid-1970s. Nevertheless, intra-sector efficiency gains were a significant source of convergence for the whole period analysed. MAUDOS J., PASTOR J. M. et SERRANO L. Cet article cherche a demontrer l'importance de la composition des inefficacites de production - specialisation productive - et des inefficacites sectorielles lors de l'evaluation de l'efficacite de la production globale. On propose une nouvelle facon d'obtenir les scores d'efficacite qui permet la differenciation de deux composants: l'un qui s'associe au degre d'efficacite au sein de chaque secteur d'activite - efficacite intrasectorielle - et l'autre qui s'associe a la composition de la production - efficacite de composition. L'application de cette facon et de sa decomposition regionale pour l'Espagne entre 1964 et 1993 a partir d'un test non parametrique - DEA - laisse voir de plus importants gains d'efficacite de composition suite aux modifications structurelles de la specialisation productive. Qui plus est, la decompositon de la convergence de la productivite montre l'importance accrue sur le temps de l'efficacite de composition comme source de convergence, etant plus important que ne l'est l'accumulation de capital depuis le milieu des annees 1970. Toujours est-il que les gains d'efficacite intrasectoriels se sont averes une source non-negligeable de convergence sur toute la periode etudiee. MAUDOS J., PASTOR J. M. und SERRANO L. Dieser Aufsatz zeigt die Bedeutung auf, die dem Zusammentreffen von Produktion - produtiver Spezialisierung - und mangelnder Leistungsfahigkeit gewisser Sektoren bei der Leistungsbewertung in der Gesamtproduktion zukommt. Es wird deshalb ein neuer Ansatz zur Erarbeitung von Leistungsergebnissen vorgeschlagen, der gestattet, zwei Komponenten zu unterscheiden: eine, die der Leistungshohe in jedem Sektor zugeordnet wird (intersektionale Leistung) und eine zweite fur die Zusammensetzung der Produktion (Zusammensetzungsleistung). Die Anwendung dieses Ansatzes und seine Untergliederung fur die spanischen Regionen im Zeitraum 1964-1993 mittels Anwendung eines nicht-parametrischen Ansatzes (DEA) weist infolge strukturellen Wandels bei produktiver Spezialisierung grosseren Gewinn in der Zusammensetzungsleistung auf. Daruberhinaus zeigt die Aufschlusselung der Arbeitsleistungskonvergenz im Laufe der Zeit die zunehmende Bedeutung der Zusammensetzungsleistung als Quelle der Konvergenz auf, der seit der Mitte der siebziger Jahre grossere Bedeutung als der Kapitalansammlung zukommt. Nichdestoweinger blieben intera-sektorale Leistungszunahmen in dem von den Autoren analysierten Gesamtzeitraum eine wichtige Quelle der Konvergenz.
