Nested Visions: New Rationalities of Space in European Spatial Planning

Abstract: The emergence of European spatial planning is characterized by new processes at different spatial scales that reach across national boundaries, and encompass new mega-regions, the EU as a spatial entity and a wider pan-European spatial vision. In this paper we explore how a dialectical relation between a Europe of flows , and a Europe of places , is played out across these different processes, as new discourses of European space are being framed. The cases of the European Spatial Development Perspective, the pan-European CEMAT process and the INTERREG IIC North Sea NorVISION Programme are analysed, mapping out the complex and contested discursive terrain of the new European spatial planning. La naissance d'un amenagement du territoire europeen se caracterise par de nouveaux processus aux differents niveaux geographiques transfrontaliers qui embrassent des mega-regions, la Ue en tant que zone geographique, et la notion plus developpee d'une Europe encore plus elargie. Cet article cherche aexaminer comment un rapport dialectique entre une Europe de flux et une Europe de points se joue a travers ces processus differents, au fur et a mesure que de nouveaux discours sur la geographie de l'Europe sont formules. On analyse le cas de la European Spatial Development Perspective (a savoir, la perspective du developpement geographique europeen), le processus CEMAT qui prone le futur elargissement de l'Europe, et le programme INTERREG IIC North Sea NorVISION, tout en elaborant le nouveau discours complexe et conteste concernant le nouvel amenagement du territoire europeen. Das Aufkommen einer europaischen Raumplanung wird durch neue Vorgange in verschiedenen raumlichen, Staatsgrenzen uberschreitenden Massstaben charakterisiert, die neue Grossraume, die EU als ein raumlich Ganzes und eine weiter gefasste, pan-europaische Raumsicht umfassen. In diesem Aufsatz wird untersucht, wie eine dialektische Beziehung zwischen einem Europa von Stromungen und einem Europa von Standorten uber diese verschiedenen Vorgange hinweg dargestellt wird, indem neue Gedanken uber den europaischen Raum formuliert werden. Die Beispiele der Perspektive einer Europaischen Raumentwicklung, des paneuropaischen CEMAT Prozesses sowie des INTERREG IIC North Sea NorVISION Programmes werden analysiert, indem das komplexe, und umstrittene diskursive Gebiet der neuen europaischen Raumplanung entworfen wird.
