This paper contributes to policy research by developing a reliable aggregate measure of social need in small areas and by describing how this index can be used to evaluate public interventions in disadvantaged areas. Spatially targeted initiatives to combat disadvantage have been implemented in many Organisation for Economic Co-operation and Development (OECD) countries, and the availability of European Union funding has encouraged their diffusion. The longitudinal analysis and evaluation of these initiatives is difficult using existing indices as these do not facilitate comparisons over time. This paper describes an alternative approach that relies on Confirmatory Factor Analysis and permits diachronic analyses. Pratschke J. et Haase T. Dans beaucoup des pays de l'OCDE, des actions destinees a combattre les inegalites et qui sont bien delimitees du point de vue geographique, ont ete executees, et la disponibilite de fonds de l'Eu en a encourage la diffusion. Employant les indices actuels, l'analyse longitudinale et l'evaluation de ces actions s'averent difficiles parce que ces deux dernieres ne permettent pas de comparaison dans le temps. Cet article cherche a presenter une autre approche qui met l'accent sur la technique dite Confirmatory Factor Analysis et permet des analyses diachroniques. In diesem Artikel wird als Beitrag zur politischen Forschung ein zuverlassiger zusammengefasster Massstab der sozialen Bedurftigkeit in kleinen Gebieten entwickelt, und es wird beschrieben, wie sich mit Hilfe dieses Indexes offentliche Interventionen in benachteiligten Gebieten bewerten lassen. Zur Bekampfung der Benachteiligung sind in zahlreichen OECD-Landern raumlich zielgerichtete Initiativen implementiert worden, die dank Finanzierung durch die EU immer starkere Verbreitung finden. Die longitudinale Analyse und Bewertung dieser Initiativen anhand der vorhandenen Indizes bereitet Schwierigkeiten, da diese keine Vergleiche uber langere Zeitraume hinweg ermoglichen. In diesem Artikel beschreiben wir einen alternativen Ansatz, der auf die konfirmatorische Faktorenanalyse zuruckgreift und diachronische Analysen ermoglicht. Este articulo constituye una contribucion a la investigacion sobre la politica y desarrolla una medida global fiable de necesidades sociales en zonas pequenas. Asimismo se describe como se puede utilizar este indice para evaluar las intervenciones publicas en zonas desfavorecidas. En muchos paises de la OCDE se han puesto en marcha iniciativas con objetivos espaciales para luchar contra la marginacion y han sido posibles gracias a los fondos de la UE que han favorecido su divulgacion. Los analisis longitudinales y la evaluacion de estas iniciativas son dificiles de conseguir usando los indices actuales porque no facilitan comparaciones con el paso del tiempo. En este articulo, describimos un planteamiento alternativo que se basa en el Analisis Factorial Confirmatorio y facilita los analisis diacronicos.
