THE PROMISE OF CANADA'S OFFICE OF RELIGIOUS FREEDOM

Abstract: Canada has become the newest country to establish a special office within its foreign policy institutions dedicated to advancing the cause of religious freedom around the world. On February 19, 2013, at an Ahmadiyya Muslim Jama'at in Toronto, Ontario, Canadian Prime Minister Stephen Harper officially announced the establishment of Canada's Office of Religious Freedom (ORF) and the appointment of its first ambassador, Dr. Andrew P.W. Bennett. By its own admission, Canada borrowed the idea of an Office of Religious Freedom from the United States. Yet the origins and development of the concept of religious freedom in Canada are notably different from the United States.
