Freedom of Religion or Belief and Cultural Heritage: Five Themes for Future Research and Action

Abstract: This article reviews the current landscape of scholarship at the intersection of freedom of religion or belief (FoRB) and cultural heritage protection (CHP), with particular focus on the gradual shift towards research that considers the intersections and synergies between FoRB and CHP within a human rights framework. The article proposes five themes that help to clarify the linkages between protections/violations of FoRB-CHP: recognition of both tangible and intangible types of cultural heritage, consideration of both state and non-state actors in FoRB and CHP conditions, distinctions between violent and non-violent contexts affecting FoRB-CHP rights, timescales and memory in shaping FoRB-CHP realities, and cross-disciplinary and multi-stakeholder analyses for productive FoRB-CHP rights work. The article argues in favor of a holistic research and action agenda that recognizes the intersections and linkages between CHP and FoRB for improved human rights outcomes.
