How does government environmental information disclosure matter for public environmental participation intention?

Abstract:
Government environmental information disclosure (GEID) serves as a crucial public administration tool for environmental governance. While existing research predominantly examines its macro-level effects—such as regional environmental performance and air quality—its influence on individual behaviors remains underexplored. This study addresses this gap by investigating the impact of GEID on public environmental participation intention and analyzing the mechanisms and boundary conditions underlying this relationship. Based on survey data from 932 Chinese residents, the findings indicate that GEID positively influences public environmental participation intention by enhancing public environmental cognition and environmental responsibility. Moreover, this effect is moderated by information quality, which strengthens the relationship between GEID and participation intention. Despite this positive association, a discrepancy exists between participation intention and actual behavior, commonly referred to as the “intention-behavior” gap. Further analysis demonstrates that incentive measures can help bridge this gap. By shedding light on the micro-level effects of GEID, this study contributes to the literature on environmental governance and public administration by providing empirical evidence on how GEID can be leveraged to enhance public engagement in environmental protection.
