Abstract:
Provides some biographical background on the Australian economist, R.C. Mills. Outlines his position on federal financial relations between 1928 and 1935 and discusses his involvement with the Grants Commission, 1941-1945. Concludes that Mills’s early vision of improved federal financial relations has proved to be an enduring one.
