Abstract: Development is studied by combining normative, theoretical-factual, prospective and propositional approaches. Sustainable Human Development is the normative basis. Agency connects values and proposals. Evaluating its possibilities leads to the study of power. For that a Marx–Mann conceptual scheme is proposed; it considers technology, social relations and the interactions between them. It is used for analysing the role of power in National Innovation Systems and the rise of inequality. Strategies for fostering knowledge democratization in the context of Innovation Systems are considered. Problems and possibilities of developmental coalitions are discussed.
