International Review of Public Administration, 2007, vol. 12, issue 1, 119-132
Abstract:
This article examines the strategies or tools employed to consolidate the Authoritarian Developmental State (ADS) in Korea, placing emphasis on the 1970s Park Chung-hee government. For the aim, this article debated the theories on the developmental state and its selective affinity with authoritarian politics in East Asian countries. The progress and performance of the Korean ADS under the 1970s Park government was also explored. As a main section, this article empirically traced the strategies or tools that Korea employed in the 1970s to consolidate the ADS, by employing the following variables: environmental context, state bureaucracy and a pilot agency, state autonomy, politics of mobilization, political leadership, politics of control (constraints and inducements), and developmental strategy.
