Fulfilling the promises: the impacts of employment relationship on turnover intention

Abstract: Public sector organizations have faced crucial human resource management threats with increasing turnover rates and vast retirements, which would make turnover research more important ever. To investigate turnover intention of public employees in South Korea, this study employed psychological contract theory and examined the impacts of psychological contract fulfillment on turnover intention. With 2016 Public Employee Perception Survey data, this study found that transactional and relational contract, and perceived organizational support were negatively associated with turnover intention of public employees in South Korea. As a result, this study maintains that public organizations in South Korea should keep their promises on compensation, non-monetary incentives, and employee well-being programs to their employees not only to hold valuable current employees, but also to attract new and young talents.
