Is moving the solution? Evidence from a social housing demolition program in Santiago, Chile

Abstract: In 2013, a social housing demolition program was implemented in Santiago, Chile. The program was voluntary, and residents were required to apply collectively. This article employs mixed methods to explore the decision-making processes of residents who stayed and those who moved. Residents resisted the negative narratives of their areas, demonstrating alternative ways of thinking about the neighborhood, and expected to move close-by, although to different kinds of units. Other residents recognized the negative effects of high turnover, including insecurity and distrust, and were willing to leave. Their experiences provide insights to reflect on the reach of mobility programs.
