Hydromet security and common property resources 2.0: a consideration for 21st-century river basin management

Abstract: This paper introduces ‘hydromet security’ as an integrative framework linking climate, water, and weather risks under global warming. Moving beyond traditional, linear forecasting models, it calls for interdisciplinary, intergenerational collaboration to improve preparedness and reduce response delays. We apply this concept to river basins as climate-sensitive common property resources, where cascading hazards and socioenvironmental risks are intensifying. Hydromet security emphasizes proactive governance, scientific forecasting, and emergency coordination – particularly in transboundary basins – offering a practical tool to enhance resilience, cooperation, and conflict prevention amid escalating hydrometeorological threats.
